The Governor of the state of Cesar, Colombia Mr. Cristian Hernando Moreno Panezo cooperating with this movement, handed over to the President of Colombia Alvaro Uribe Vélez, the Decree Number 000034 from the 1st of February, 2008 through which the State Government of Cesar joins itself with those citizens of the country as well foreign citizens that are victims of kidnapping in the Colombian Territory. This Decree makes history in Colombia because it will not only be one but it will be 34 state decrees and more than 1,000 towns in Colombia. This decree is attached to this message.

6. WHAT TO DO: We invite Colombia and the rest of the world to participate in the Lords purpose by doing the following:
a). Send this message with the attached Decree.
b). Spread this message out through all the available communication networks local, national and international.
c). Speak with Governors, mayors, deputees, Council Men, Ministers and the Presidents. God is on our side, trust in the Lord.
d). Organize activities within each community, congregation or pastors asociation.
e). Organize Fasting and Prayer activities.

f). Fast on the following days, 7, 8, and 9 of March of 2008.
